To understand the problem as in any Math problem you put it in it's simplist form to solve the problem.
Under current policies if ANY evidence of child porn is found on a computer the owner receives criminal
charges.
Why doesn't this policy solve the problem?
For quite a few reasons. For one thing child porn was and is often spammed to users.
You try to attend an adult site and it has illegal content unknowingly.
Your computer was turned into a spam bot and your computer's hard drive been taken over and is suddenly
full often unknowingly contains illegal images.
The current environment the government has created can be expressed by this example:
A passerby hears a girl screaming in an alley as she's being raped and beaten. But the passerbys know if its
found out they went into the alley they'll be charged and arrested with the crime and end up doing extensive jail time.
EVEN THOUGH THEY HAVE NOTHING TO DO WITH THE CRIME.
End result?? In this country 300 million americans are those passerbys to the alley on the internet. knowing that to have
accidently seen the illegal content it's on their computer and could result in charges being filed. SO THEY DON'T REPORT THE
CRIME AND THESE SITES CAN CONTINUE TO FLOURISH.
So what we have is 300 million americans turning their heads and keeping on walking (Surfing the internet)............ which is the
government created safe haven environment for child porn web sites.
To STOP this trend the government needs to make it NOT a crime to have viewed and erased illegal images from your computer.
But make it a crime to store or archive this kind of content.
Make this public knowledge and what will happen?
300 million americans will THEN hunt down every last CHILD PORN SITE AND NOT BE AFRAID TO NOTIFY AUTHORITIES
CHILD PORN SITES WOULD HAVE NO PLACE OR SAFE HAVEN TO HIDE ANYMORE AND WOULD BE SHUT DOWN WITHIN HOURS OF ACTIVATION.
Child Porn collectors would be forced to start trading directly instead of using a website and THEY ARE THE ONES WHO SHOULD BE TARGETED not the casual user who accidently stumbled onto one of their websites who is too computer ignorant to know how to remove it. You currently cannot do an adult content search without hitting illegal porn WITHIN TWO PAGES- and THAT SHOULD CHANGE!!!
It's also possible to have browser companies install report illegal site buttons in their software where if you hit an illegal site you could hit the report button and the url could be automaticlly be sent to authorities. Protections to disable this function should also be included to prevent abuse of this reporting function.
Do this or something similar and a LARGE MAJORITY of our internet problems would disappear with the general populace NOT being afraid anymore to get involved.
You can't convince me that having the entire population of america policing the internet isn't going to do a better job than a hundred government employees could.
These sites would have no wheres other than their spambots to hide and they would be found and tracked quickly.
Something different needs to be done for what we have isn't working BECAUSE EACH CHILD PORN RING GETTING BUSTED IS GETTING BIGGER AND BIGGER INDICATING A GROWING SERIOUS PROBLEM..........
