...That Lottery Proceeds would be a SUPPLEMENT TO - Not a REPLACEMENT OF Education funding.
All the advertising was and did promise this and this constituted a VERBAL CONTRACT WITH THE PUBLIC.
Florida Government is violating this promise - which should cause the rescinding of this permission to hold a Lottery for doing so.
Instead of budgeting for all of Florida's education needs and then using lottery proceeds for expansion requirements -
The government ANTICIPATES LOTTERY PROCEEDS AND THEN CUTS THE BUDGET BY THAT MUCH.
and when lottery proceeds don't perform as expected the schools suffer severely.
THIS IS EQUIVALENT TO THE MONEY GOING SOMEWHERES ELSE!!!!!!!! THE BUDGET CUT MONEY IS THE LOTTERY MONEY GOING SOMEWHERES ELSE!!!
LOTTERY MONEY WAS PROMISED AS A SUPPLEMENT!!! NOT A REPLACEMENT FOR BUDGET MONEY!!!!!!
WE ARE GETTING SHORTCHANGED AND IT'S A BREACH OF CONTRACT
Think about it - for this reason I get irritated every time I hear about not enough school funding....
the LOTTERY money should go for expansion requirements while the current needs SHOULD BE BUDGETED IN FULL!!!!!
Then we would be getting what we were promised as a SUPPLEMENT TO not a replacement of Education Budget Money.
The Public should call them on this IMPORTANT BREACH OF CONTRACT!!!! and say "DO IT OR LOSE IT!"
And the public is letting our children down and letting them suffer when it should be different..................
